BAHA passes vote of no confidence on Dr. Aliyu Tilde, withdraws his confirmation as Commissioner for Education

The Bauchi State House of Assembly has today passed a vote of no confidence on Commissioner for Education Dr. Aliyu Usman Tilde and withdraw his confirmation as a member of the Bauchi State Executive Council.

A statement signed by Abdul Ahmad Burra,
Spokesperson to the Speaker, Bauchi State House of Assembly revealed that the decision of the house was as a result of his disrespect and conduct during the budget defense.

The statement tagged ‘Summary of proceedings during the special plenary of the Bauchi State House of Assembly presided over by the Speaker, Rt. Hon. Abubakar Y Suleiman today 6th December, 2021″ reads in part;

1. Vote and proceedings of Tuesday November, 2021 was adopted by the Honourable Members as moved and seconded by the Majority Leader Hon. Tijjani Muhammad Aliyu (Azare/Madangala Constituency) and Minority Leader Hon Bakoji Aliyu Bobbo (Chiroma Constituency).

2. Under matters of urgent public importance, the chairman of the House Commitee on Education and member representing Hardawa Constituency Hon. Babayo Muhammad informed the House on how Commissioner Ministry of Education Dr. Aliyu Usman Tilde disrespected the Honourable Members during the budget defense of his ministry.

According to the Chairman the Commissioner was supposed to come at 10 am on Friday to defend the budgetary allocation to his Ministry but decided to come one hour late and was entertained despite keeping them waiting.

“While we were trying to explain ourselves to him, but he interfered and enquired who we are?”

“We told him we are legislature and another arm of government he still kept asking who we are. Therefore, we asked him to go when he realized we are something ,he should come back for the defense, because, we have 8 days from today to end the budget defence proceedingsā€. He told the House.

Hon Babayo Muhammad explained that even the Governor and his other Executives Council members have come before the House of Assembly for defence.

The Committee therefore recommended that the Honourable House should pass vote of no confidence on the Commissioner, direct Permanent Secretary of the Ministry to continue with the Budget Defense and withdraw the confirmation of Dr. Aliyu Usman Tilde as Commissioner and Member of the Bauchi State Executive Council.

In his contribution, Hon. Yunusa Ahmad (Warji Constituency) said that the lawmakers are not against the person of Dr Tilde but his policies and conduct.

According to him if the House take the recommended action against him all stakeholders in education will celebrate today and thank the Assembly.

Minority Leader Hon. Bakoji Aliyu Bobbo (Chiroma Constituency) explained that action of the commissioner is unfortunate.

He added that there is good working relationship between the Assembly and the government and action if the commissioner send a bad signal which means he is not good ambassador of the Government.

Hon. Bobbo plead with the House
to consider the budget of the ministry.

“The ministry should continue with the Budget defense under the permanent secretary. The ministry belongs to the people.”

The Minority Leader seconds that the confirmation of Dr. Aliyu Usman Tilde as Commissioner should be withdrawn.

Hon. Saleh Hodi Jibir (Disina Constituency) cautioned the House to be conscious of whatever decision it will take so that some people should not use legal vacuum in the decision to go against the House.

However Speaker Abubakar Y Suleiman clarified that the House has power to withdraw any confirmation it has granted.

Majority Leader Hon. Tijjani Muhammad Aliyu added that it’s the constitutional right of any state assembly to confirm any commissioner, to reject or withdraw the confirmation.

According to him, based on what the house committee on education explained, action should be taken against the commissioner.

Hon. Gazali Abubakar Wunti (Ganjuwa East Constituency) advised that the Honourable House should ask Hon. Saleh Hodi to withdraw his statement which is consider3d by the Honourable Members as inappropriate.

Hon. Gazali further clarified that what transpired between Tilde and the House will not affect the budget process of the ministry.

Hon. Hodi Jibir (Disina Constituency) as fla first term Member he is getting experience everyday therefore withdraws his statement that cautioned the Honourable House.

After the brief debate the Honourable House unanimously passed vote of no confidence on the commissioner Bauchi State Ministry of Education Dr. Aliyu Usman Tilde, directed the Permanent Secretary of the Ministry to continue with the budget defense and withdraws the confirmation of Dr. Aliyu Usman Tilde as Commissioner and Member of the Bauchi State Executive Council issued on 17th August 2021.

3. The Honourable House adjourned to 21s December, 2021 as moved and seconded by the Majority Leader and the Minority Leader.
