Below is a summary of proceedings during the plenary of the Bauchi State House of Assembly presided over by the Speaker, Rt. Hon. Abubakar Y Suleiman, today, 31st July, 2023 as compiled by Abdul Ahmed Burra, Spokesperson to the Speaker.
1. Votes and proceedings of Monday 24th July, 2023 were adopted as amended by the Honourable House as moved and seconded by the Majority Leader Hon. Saleh Hodi Jibir (Disina Constituency) and the Minority Leader Hon. Bala Abdu Rishi (Lame Constituency)
2.The Honourable House received a message from the Executive Governor of Bauchi State His Excellency Senator Bala Abdulkadir Muhammad in informing the House about a correction in the name of the Commissioner-nominee from Dambam Local Government forwarded to House for screening and confirmation.
Presenting the message of the Governor, the Majority Leader of the House Hon. Saleh Hodi Jibir (Disina Constituency) reads that the correct name of the nominee is Aliyu Ahmed Jalam not Aliyu Sarki Jalam.
3. Under matters of urgent public importance, member representing Burra Constituency Hon. Ibrahim Tanko Burra draws the attention of the Honourable House to a very sad and devastating situation in Burra Constituency in which incessant killings and kidnappings become order of the day.
He explained that security in Ningi Local Government Area is deteriorating because virtually on daily basis they receive the stories of cases of kidnapping and killings in one of part of the Local Government or the other.
“More worrisome Mr Speaker, is how the suspected bandits, apart from kidnapping, now resorted to launching attacks on innocent people, in the process, killing some, injuring others while properties are looted.
“Just on last Tuesday, 25th of July, 2023, at about 9:00pm the unknown gunmen attacked Kada Village of Kurmi Ward of my Constituency in which they shot dead 6 people, which include, the ward head of Kada Mai Anguwa Ali aged 50, Alh Ibrahim, Shuaibu Adamu 45 years, Yunusa Adamu 50 years, Umaru Sabo 25 years and Ali Ado. They also burgled shops in the village and carted away with foodstuffs and two motorcycles. The gunmen on their escaping way, ambushed a security outfit in which a dedicated member of a vigilante group who contributed a lot in securing our communities, Aminu Aminai was killed.
“On the same day another gang of suspected kidnappers attacked Yadagungume Town of Sama Ward, in which they kidnapped family members of a renown business man Alhaji Lawan Maliya Sarkin Ma’adanan Ningi.
There are similar stories almost every day from Kafin Lemo, Gamji, Bashe, Musussuka, Agwarmaji, Balma, Jimi, Tabla and other parts of Ningi Local Government.” He said.
According to him, people in his Constituency and Ningi Central Constituency are living in fear and panic, they are afraid to go to their farms for the fear of the criminals, businesses are being shut down in many villages and traditional rulers and wealthy individuals no longer live in their villages because they are the major targets of the criminals; most of them either moved from their villages to Burra and Ningi towns or other part of the Country for safety.
However, Hon. Ibrahim Tanko commended the Bauchi State Government, security agencies and spirited citizens of the area for their contributions in tackling the problem.
He therefore requested the Honourable House to call on the State Government to collaborate with the security agencies in order to intensify efforts and come up with new strategies toward ending the impending insecurity in Ningi Local Government and provide relief materials to the deceased family and victims of the attack in Kada Villages and other parts of Ningi Local Government Area.
The Speaker said that the issue of insecurity in Ningi Local Government Area is of course very disturbing and expressed happiness on the efforts being made by the Government and security agencies to end the problem.
He ensured the foreign investors who attended today’s plenary that Bauchi State is safe and one of the most peaceful and secured State in the Country and the matter of insecurity in the State affects only in only one Local Government and even that is being tackled.
The Honourable House unanimously adopted the motion moved by Hon. Ibrahim Tanko Burra after the Speaker put the motion to voice vote.
4. The Speaker announced that the Honourable House will commence screening of outstanding nominees for appointment as Caretaker Committee Chairmen and Deputies of Bauchi and Zaki Local Governments as well as nominee for Deputy Chairman of Darazo Local Government Area. The nominees were ushered into the Chamber as follows:

The nominees introduced themselves and thereafter the Speaker asked them some constitutional questions and they responded to the satisfaction of the Honourable House.
The Speaker said that the Honourable House ha tradition of giving women nominees special respect and privilege of not being subjected to much questions during screening, thus the nominee for Chairperson of Caretaker Committee of Bauchi Local Government Hajiya Zainab Babban Takko and her Deputy Bala Musa Mato should be allowed to take bow and. The Honourable Members voted in favour and the nominees were asked to take bow and go.
The Speaker thereafter open door for Honourable Members to make comments and asked other nominees some questions.
Hon. Wanzam Muhammad (Sakwa Constituency) said that the nominee from Zaki Local Government is not new to the Honourable House because he is the immediate past Caretaker Chairman of Zaki Local Government and he has done very well, that’s why the Govern reappointed him. He therefore requested that the nominees should be allowed to take bow and go
Hon. Muhammad Bello Maiwa (Katagum Constituency) thanked the Governor for nominating the nominees for Zaki Local Government. He said that there nomination is a great opportunity for them to comeback and serve the good people of Zaki Local Government.
He said that they have performed well in their first term and called on them to carry on with their good work of bringing peace and security, community development and rural water projects.
Hon. Muhammad Bello Maiwa recalled that Governor Bala Abdulkadir Muhammad even commended the nominee when he visited the Local Government Area during campaign for his wonderful work.
He therefore seconds that, the nominees should be allowed to take bow and go.
The Honourable House approved the motion and asked the nominees to take bow and go.
5. The Speaker announced that the Honourable House will now commence screening of commissioner-nominees.
6. The first nominee called for screening is Hon. Danlami Ahmed Kawule, former Deputy Speaker of Bauchi State House of Assembly, from Bauchi Local Government.
Hon. Danlami Ahmed Kawule (Barde Arewan Bauchi) was born in 1974 in Bauchi Local Government Area.
He attended Kano State Polytechnic where he bagged HND in Business Administration and Management in 2017, Abubakar Tafawa Balewa University where he bagged Diploma in Business Administration in 2004, Government Comprehensive Day Secondary School 1997, Dangikka Primary School Bauchi inb1991 and is currently studying in Ahmadu Bello University Zaria for an award of Masters in Business Studies.
Hon. Danlami Kawule is the immediate past Deputy Speaker of Bauchi State House of Assembly. He was also Member of Bauchi State House of Assembly who represented Zungur/Galambi from 2011 to 2015 where he also served as the Chief Whip of House and Chairman House Committee on Special Duties.
Prior to joining politics, Hon. Danlami Ahmed Kawule worked as Marketing Manager of AYM Shafa Limited, Supervisor NNPC Mega Station and Media Consultant to Airtel Nigeria Bauchi.
After the nominee introduced himself, the Speaker asked him some constitutional questions and he responded to the satisfaction of the Honourable House.
The Speaker said that Hon. Danlami Ahmed Kawule was a very hardworking Member of the 9th Assembly of Bauchi State he was the first Deputy Speaker that presided over many plenaries of the House. He therefore thanked the Governor for trusting their colleague and expressed his belief in his capacity to deliver.
Responding, the Nominee said that he is very loyal and will remain loyal person and thanked the Speaker for giving him the opportunity to preside many plenaries of the House when he was his Deputy in the 9th Assembly.
The Speaker said as former Deputy Speaker of Bauchi State House of Assembly, Hon. Danlami Ahmed Kawule will take bow and go after a comment from the Deputy Speaker Hon. Jamilu Umaru Dahiru.
The Deputy Speaker Hon. Jamilu Umaru Dahiru firstly paid tributes to former Speaker of the House Rt. Hon. Garba Muhammad Noma who attended today’s plenary. He said the former Speaker is a father of all and leader in the State.
“He guided me and all people around him. He is a role model because he is the only member of Bauchi Central Constituency who came in first and second term and become Speaker in the second term. I know take his space as the only two term member of Bauchi Central Constituency who who became Deputy Speaker in his second term.”
On the nomination of Hon. Danlami Ahmed Kawule, he said that people of his Constituency and entire people of Bauchi Local Government are grateful for the opportunity given to their own. He thanked Almighty Allah and the Governor of Bauchi State His Excellency Senator Bala Abdulkadir Muhammad for nominating him and prayed to Almighty Allah to guide him.
He however draws the attention of the nominee for skipping his name when he was observing the protocols of the Honourable House
Hon. Jamilu Umaru Dahiru seeks the indulgence of the House to allow the nominee to take bow and go.
After the Honourable House approved, Hon. Danlami Ahmed Kawule took bow and go.
7. Next nominee for screening today is Maiwada Bello popularly known as Geo Barrister from Alkaleri Local Government
Malam Maiwada Bello was born in 1990 in Alkaleri Local Government Area of Bauchi State.
He attended Abubakar Tafawa Balewa University Bauchi where he bagged B Tech in Applied Geology from 2010 to 2015, Government Day Secondary School Alkaleri from 2002 to 2008 and Central Primary School Alkaleri from 1996 to 2002.
Hon. Maiwada Bello is currently an Assistant Lecturer in the Department of Geology Abubakar Tatari Ali Polytechnic. Prior to joining ATAP, he had worked as class teacher with Alkaleri LGEA from 2007 to 2010, served his one year mandatory service (NYSC) in ATAP from 2016 to 2017 and later part-time lecturer in the Polytechnic from 2017 to 2018.
Malam Maiwada Bello had also worked as head of administration of Khuld Table Water Company Bauchi from 2019 to 2020
After the nominee introduced himself, the Speaker asked him some constitutional questions and he responded to the satisfaction of the Honourable House. Thereafter the Speaker gives the Honourable Members opportunity to make comments and ask him some questions.
Hon. Barr. Habibu Umar (Kirfi Constituency) thanked the Governor for nominating a young man as Commissioner, saying youth are well represented in the present administration.
He highlighted the Governor has done well given youth and women about 50% of positions in his administration, saying this showed that the Governor has answered the call for youth and women inclusion in governance.
Hon. Habibu Umar therefore advised the Honourable House to write a commendation to the Governor on this.
According to the Member, Maiwada Bello as a youth politician will not disappoint Bauchi State. He urged the House to extend the tradition of giving special recognition to women to the youth also so that to encourage youth to participate in politics.
However the Speaker said the nominee will not enjoy such privilege and will be subjected to questions.
Hon. Sa’idu Suleiman Darazo (Darazo Constituency) asked the nominee “you read applied Geology, can you tell us the prospect of mining prosperity in Bauchi State with regards to job creation in Bauchi State.?
“As a geologist from Alkaleri Local Government what can you educate us about Kolmani oil drilling ongoing?”
Hon. Mubarak Haruna (Jama’are Constituency) said that the nominee represents the youth of the State therefore he should be given special privilege by allowing him to take bow and go after answering the questions asked by Hon. Sa’idu Suleiman Darazo.
Speaker asked the nominee “how will you ensure that there is mutual cooperation between the Executive and the Legislature?”
Responding to the questions asked, the nominee said the Kolmani area is a part of Upper Benue and Gongola Arm where there is deposit of hydrocarbons.
He said that the history of exploration started during Abacha regime by Shell, though at the 3nd they reported that they found only 33 cubic of gas, that time there was no signal of hydrocarbons found and suggested that the Government should stop the exploration.
However when Obasanjo came in 1999, he opened up new investigation and findings were the same with the previous findings and when Buhari took over, he directed the NNPC to continue with the exploration and at the it discovered 5million cubic of gas and discovered 1 billion barrel of hydrocarbons.
According to him most oil exploration in Nigeria are onshore while that of Bauchi is offshore this to commence exploitation is a problem. However NNPC opened room for international investors to invest and an Indian Company agreed to invest and explore the resources.
He said former President Muhammadu Buhari commissioned the project, and a refinery, fertilizer plants among others will be established as exploration is on.
On Mining prospects, Maiwada Bello Sa’id that everywhere in the word countries are diversifying the economy.’ and Bauchi has abundance of resources.
He noted that Bauchi is one of the States with highest number of investors in mining with about 341 mining licenses, saying exploring abundance mineral resources is creating many opportunities to especially host communities where youth get jobs.
He promised that he will try to see that, if posted to to the related ministry, the State Government create policies and programmes that will give enabling environment to mining investors like infrastructure and security because attracting investors will help to eliminate the problem of unemployment in the State
On the relationship between the Executive Arm and tje Legislature, he said even when he was in secondary schools he was taught about the three arms of Government and learnt that no arm can work without the other, therefore if confirmed, he will try to collaborate with federal and state lawmakers so as to have synergy.
He added that when the news of his nomination by the Governor broke out, youths all over the State irrespective of party affiliation celebrated, saying he will not disappoint them thus he will build good relationship with other arms of Government to succeed.
The Speaker said that the Honourable Members are highly impressed with the intellectual prowess and capacity shown by the young nominee and wished him well in his new assignment.
Hon. Bala Abdullahi Dan (Duguri/Gwana Constituency) said that the nominee is one of the youngest and commended the Governor for nominating him.
He explained that Maiwada Bello has contributed a lot to the Government and contributed so much on social media in educating people about the activities of the Government.
“He has shown capacity and show that he is ready to represent Alkaleri and the State, therefore he should be asked to take bow and go.”
The Speaker said that before he goes, he should tell the Honourable House why he is nicknamed Geo Barrister?
Responding, Maiwada Bello said that when he was in Secondary School his ambition was to study law thus students called him Barrister but later his Dad asked him to switch to sciences and upon completion he got admission to study Geology. That’s why some people call him with his secondary school name Barrister while others call him Geo because of his new area of interest and gradually the name became Geo Barrister.
8. Next nominee for screening today is Ibrahim Gambon Galadima from Alkaleri Local Government Area.
Ibrahim Gambo Galadima was born in 1965 in Futuk of Alkaleri Local Government Area of Bauchi State.
He bagged a Masters Degree and Postgraduate Diploma from Abubakar Tafawa Balewa University Bauchi in 2000 and 1998, Higher National Diploma in Federal Polytechnic Bauchi from 1991 to 1993, NCE from Federal College of Education Pankshin from 1985 to 1988, TC II from Government Teachers College Toro from 1980 to 1985 and primary certificate from Futuk Primary School from 1972 to 1978.
Ibrahim Gambo Galadima is currently in the Federal Ministry of Education Bauchi and had worked in the Federal Ministry of Works and Housing Bauchi from 1989 to 2002, Ministry of Defence, Third Armour Division Headquarters Jos, from 2002 and 2008 and Alkaleri Local Government Council from 2004 and 2007.
After the nominee introduced himself, the Speaker asked him some constitutional questions and he responded to the satisfaction of the House.
The Speaker open door for Honourable Members to make comments and ask some questions.
Hon. Ibrahim Tanko Burra (Burra Constituency) congratulated the nominee for his well deserved nomination. He asked the nominee “as a seasoned civil servant, there is issue of teaming unemployed youth in the State, they have degrees, diploma and NCE how will you help in creating jobs for the teaming unemployed youth in the State?
Hon. Daiyabu Ladan Muhammad (Ganjuwa East Constituency) congratulated the nominee but observed that the nominee didn’t tell his area of specialization in his CV and self introduction.
Hon. Dr. Nasiru Ahmed Ala (Chinade/Madara Constituency) advised him to make his CV more detailed because CV is the explanation of way of life of individual.
He also asked the nominee “which ministry do you prefer? What are your plans in order to assist the present administration’s policy and programmes?
The Speaker concurs with Dr. Ala on the need for the nominee to make his CV more detailed.
Responding to the questions, the nominee explained that he had NCE in Social Studies and history, HND in Business Administration and Management and Masters in Management
On unemployment, he said that PDP has plan to create employment in the State and he will ensure that the teeming unemployed youth benefit from the manifesto of PDP.
The Speaker asked the nominee ‘how will he respond to Honourable House on oversight functions to his ministry.?”
He responded that he will stand on the existing policies of government.
Hon. Bala Abdullahi Dan Duguri/Gwana Constituency) said that the nominee is a career civil servant and wherever he finds himself, he will give his own his experience in transforming the State. Therefore requested the Honourable House to allow the nominee to take bow and go.
The Honourable House approved the motion and the nominee was asked to take bow and go.
9. Next nominee for screening is Mahmood Babamaji Abubakar from Bauchi Local Government.
Mahmood Babamaji Abubakar was born in 1977 in Bauchi. He attended Abubakar Tafawa Balewa University where he bagged Postgraduate Diploma in Management, University of Abuja where he bagged BSc Business Administration from 2009 to 2017, Government Science Secondary School Azare from 1990 to 1995 and Sa’adu Zungur Primary School from 1983 to 1989.
Mahmood Babamaji Abubakar served as the Executive Chairman of Bauchi Local Government from 2020 to 2022, Deputy Chairman of Bauchi Local Government from 2019 to 2022, Senior Special Assistant on Political Parties from 2011 to 2015, Special Assistant Youth to Governor of Bauchi State from 2008 to 2011, Assistant Marketing Officer, Marketing and Sales of Tractors, Implements and Waste Collection Trains, 2005 to 2007, PDP Zonal Coordinator Bauchi South Senatorial District 2022 to date.
After the nominee introduced himself, the Speaker asked him some constitutional questions and he responded to the satisfaction of the House. The Speaker gave the Honourable Members opportunity to make comments or ask him questions.
Hon. Sa’idu Suleiman Darazo (Darazo Constituency) asked the nominee “you were one time Chairman and Deputy Chairman, can you highlight your achievements?
“How can you use your experience to improve the lives of the teaming unemployed youth in the State?”
Hon. Dr. Nasiru Ahmed Ala (Chinade/Madara Constituency) asked the nominee “what are the challenges you faced when you were Chairman and how do you intend to address them now as Commissioner?”
Hon. Hamza Sa’id (Toro/Jama’a Constituency) observed that the nominee didn’t mention schools he attended in his CV.
However the Speaker said that the nominee has indicated such information in the CV.
Hon. Ibrahim Tanko Burra (Burra Constituency) congratulated the nominee on his well deserved nomination and asked “you were Local Government Chairman, how do you intend to address developmental problems at the grassroots?”
Responding to the questions, Mahmood Babamaji Abubakar said that there are visible and no visible achievements, “when I was Chairman, I worked closely with security agencies to ensure peace and security of lives and properties. We assisted them in logistics. It’s issue of security I won’t delve deep.”
He added that he has done a lot in infrastructure and human capital and the help of His Excellency the Governor who gave them free hands to operate, he constructed and renovate some primary Schools and health facilities in the 20 wards and repaired 150 hand pump boreholes while in human capital he has helped so many people with startup package to start businesses.
He explained that as a youth had worked in various capacities and contributed to the development of the State thus he is an advocate of youth inclusion in governance and commended the Governor governor for giving youth opportunity to participate in his administration.
On the challenges, he said there are several challenges like nature of the society, economic issues, low purchasing power, people don’t have work to do and there are high expectations.
He said people would come to ask what to eat, money to pay medical bills and you want to really help because of paucity of funds you hardly meet these demands, though our Governor gave us free hands to meet up with some of these demands.
On grassroot development, he said the Local Government is closest to the people but it has the problem of funding, when there is enough funding in local governments many things will be done.
Hon. Mahmood however expressed confidence that the Governor feels a lot on the people at the grassroot and definitely take development to them.
The Speaker said thatin Democratic setting there are three arms “how will you contribute to see the 3 arms work together in the development of the State?”
He said he will give maximum support and contribution for the development of the State through the three arms of Government and ive priority to issues that are fundamental.
Deputy Speaker Hon. Jamilu Umaru Dahiru (Bauchi Central Constituency) said that the nominee was Deputy Chairman and Executive Chairman of Bauchi Local Government and is his elder brother whom because of his humility and simplicity and progressive mind they always flock together.
According to the Deputy Speaker, people can attest to his track record when he was Chairman therefore has no doubt he will accord the Honourable House cooperation.
He assured the youth that though the Nominee talks slowly, he fights like a lion.
Hon. Jamilu added that the nominee’s father was a Chairman of Bauchi Local Government, his brother was a Chairman of Bauchi Local Government, thus he will be rightly guided but urged people to accord him with prayers and advice. He therefore urged the Honourable House to allow him to take bow and go.

10. Next nominee for screening is Dr. Lydia Haruna Tsammani from Bogoro Local Government Area.
Dr. Tsammani Lydia Haruna wa born in 1962 in Bahr of Bogoro Local Government Area of Bauchi State.
She bagged her PhD in Educational Administration and Planning on 2017 from University of Jos. Dr Lydia also obtained M.Ed in Educational Administration and Planning from University of Jos in 1996, B.A.Ed Geography in 1985 from Bayero University Kano, Grade II in 1980 from Women Teachers College Maiduguri and 1st Leaving Certificate from Kasugula St Paul Primary School Nguru Yobe State.
Dr. Lydia Haruna Tsammani worked and retired as Permanent Secretary Ministry of Information Culture and Tourism and Office of Secretary to the State Government from 2018 to 2021.
She also worked as secondary school teacher from 1986 to 2001, Lecturer Education Resource Centre Bauchi from 2001 to 2012, Director School Inspector Bauchi State Secondary Schools, Director Administration and Finace in Special Schools Management Board, Scholarship Management Board, Ministry of Water Resources and Ministry of Justice from 2015 to 2018.
After the nominee introduced herself, the Speaker asked her some constitutional questions and she responded to the satisfaction of the Honourable House.
The Speaker said that the Honourable House has the tradition of giving women nominees privilege of taking bow and go without subjecting them to much questions but Hon. Musa Wakili Nakwada will say a word before she she leaves.
Hon. Musa Wakili Nakwada (Bogoro Constituency said that the nominee has reached the highest position in the civil service which showed her capacity and experience to deliver anywhere she is posted to. He advised her to work closely with the stakeholders of Bogoro Local Government.
The Speaker thereafter asked the nominee to take bow and go.
11. The next nominee for screening is Usman Garba Danturaki from Dass Local Government.
Usman Danturaki was born in 1964 in Jhar Gob Bununu West of Dass Local Government of Bauchi State.
He attended Abubakar Tafawa Balewa University Bauchi from 1997 to 1999, University of Maiduguri from 2016 to 2022, Government Secondary School Darazo from 1977 to 1982 and Gurama Primary School Wandi from 1971 to 1977.
He worked in Nigeria Railway Corporation from 1982 to 2004 where he rose from Station Master in Training, Station Master, Senior Station Master to Chief Station Master.
After the nominee introduced himself, the Speaker asked him some constitutional questions and he responded to the satisfaction of the House.
Hon. Habibu Umar (Kirfi Constituency) observed that there are discrepancies in the dates of of his academic qualification.
Hon. Lawan Dauda (Sade Constituency) commended the Governor for nominating people who are veterans. He asked the Nominee “as experienced labour leader, what will you do to restore the integrity of the labour unions in the eyes of Nigerians?”
Hon. Bala Abdullahi Dan (Duguri/Gwana Constituency) asked the nominee “you received awards from your people, what are your contributions to the people?”
”Now as Commissioner how are going to support the governor on employing our teaming youth?”
Hon. Dr. Nasiru Ahmed Ala (Chinade/Madara Constituency) said that based on the provision of the constitution, nomination of ministers and commissioners must be done within 60 days after inauguration, what’s your opinion on this provision?
Responding, on Dr. Ala Chinade question he said nomination of cabinet within 60 days of inauguration will ensure peace, government will eschew people from taking legal action.
On the discrepancies on his CV, he said there I not discrepancies, it has to do the dates of completion of school and the dates the certificates were issued and the dates and mode of admission.
He explained that as union leader who held several positions he know that even the strike they embarked upon, is not only for the benefits of the working class but the masses that benefit the most, saying that he will take advantage of his experience to guide the government on labour matters and ensure that there is synergy between labour and the government.
On his contributions to his people, he said since his days in the Railway he helps people, the orphans and the vulnerable.
The Speaker asked the nominee how he will treat legislators when they come for oversight functions to his Ministry.
Usman Danturaki said that His Excellency reposed confidence in him, therefore assured the Honourable House that he will accord it the due respect and make sure there is synergy between the Honourable House and the Ministry he will be posted to.
Hon. Ahmed Abdullahi (Dass Constituency) said tha the nominee due his integrity and track record of service will discharge his responsibility in any ministry he will be posted.
He conveyed the gratitude of the people of his Constituency for finding the nominee worthy for the appointment and urged the Honourable House to allow him take a bow and go.
The Speaker asked the nominee to take bow and go after the Honourable House approved the motion.
12. Next nominee is Alhaji Aminu Hammayo from Misau Local Government.
Aminu Hammayo, a former Secretary to the State Government was born on 24th November, 1965 in Misau. He holds M.phil in Accounting and Finance and currently undergoing PhD Accounting and Finance in Ahmadu Bello University Zaria.
Hammyo worked in African Continental Bank in which he rose to become Operations Manager Corporate Branch Abuja in 1999, Intercity Bank as Head of Lagos Regional Office from 2004 to 2006, moved to Unity Bank as Head of General Audit and Inspection from 2006 to 2007.
In 2009 he was appointed as Chairman of State MDGs Implementation Commitee. Hammayo became Commissioner Bauchi State Ministry if Land and Survey from 2007 to 2008, Commissioner Ministry of Health and Human Services from 2008 to 2009, Commissioner Ministry of Finance and Economic Development from 2009 to 2011, Commissioner Ministry of Lands a d Housing/Budget and Economic Planning from 2009 to 2011. He was appointed as SSG in 2014. He is also the immediate past Commissioner of Ministry of Budget and Economic Planning.
The Speaker introduced the nominee whom he said was his former boss because he served as his Personal Assistant when hew was the SSG.
He therefore urged the Honourable House to allow to take bow and go after Member of his Constituency make a comment.
The Honourable House unanimously approved the request.
Hon. Ahmed Maikudi Yaya (Chiroma Constituency) said that the nominee was their representatives per excellence. “I worked under him when he was commissioner of health and I was q Director, I know his honesty more than anybody body. He loves his State, he served as Commissioner for 16 years as a result of his justice.
“When we worked together , we have never connive to shortchange the State. Apart from your education in religion and western education you have more education that you don’t tell. People of Misau have nothing enough to pay you back and your famous family. Despite political differences, whatever party the likes of Aminu are, we will be together.”
After the comment, the Honourable House asked the nominee to take bow and go.
13. The next nominee for screening today is Professor Simon Madugu Yalams from Tafawa Balewa Local Government Area.
Professor Simon Madugu Yalams hails from Marti Tafawa Balewa Local Government Area.
He bagged PhD in Vocational Teacher Education from University of Nigeria Nsukka, M.Ed in Vocational Teacher Education from University of Nigeria Nsukka, Bachelor of Education from Ahmadu Bello University Zaria from 1986 to 1988, NCE Technical and Vocational Education from Ahmadu Bello University Zaria from 1981 to 1985.
Professor Simon Madugu Yalams is a Professor of TVET in the Faculty of Education Abubakar Tafawa Balewa University Bauchi from 2013 to date, Professor of TVET in Faculty of Education and Liberal Studies, University of Technology Jamaica from 2012’3 to 2014, Lecturer, University of the West Indies St Augustine Trinidad and Tobago West Indies 2007 to 2009, Associate Professor, ATBU, Assistant Lecturer Abubakar Tatari Ali Polytechnic Bauchi from 1988 to 1995 and Teacher Government Technical College Bauchi .
The nominee held various positions in both the academia and professional bodies.
After the nominee introduced himself, the Speaker asked him some constitutional questions and he responded to the satisfaction of the House. The Speaker thereafter gave Honourable Members opportunity to ask questions or make comments.
Hon. Bello Muhammad Maiwa (Katagum Constituency) said that the Professor was his teacher in various capacity. He asked “if you find yourself to head the Ministry of Education tell us how you will put public schools back to functioning effective?”
Hon. Mubarak Haruna (Jama’are Constituency) said that primary education is left behind. I have deep concern in the primary education in Jama’are. “If you emerged as Commissioner of Education how will you address
Ahmed Muhammad Lele (Udubo Constituency) asked the nominee how he will reduce number of school dropouts in the State?
Hon. Dr. Nasiru Ahmed Ala Chinade/ Madara Constituency) asked the nominee “as the only professor in the State Executive Council of Bauchi State, how will address the issue of unemployment in Bauchi State?”
“There is the issue of lack of funding, inability of government to implement UNESCO recommendations in education sector, the World bank report that Private schools perform better than public schools, which contribution will you make to address this phenomenon?
Responding to the questions, Professor Simon Yalams said that, On how to reactivate educational systems, the system is good, there is nice policy and fantastic ideas but the implementation is the problem. “I have gone all over the world and I realized what we have here is not different from other parts of the world but the problem is how to go about it. If the Government will effectively implement the policies we can surpass other parts of the world.”
On tuition fees and students dropout, he said that he becomes commissioner of education, he will not promise removal of tuition fees but there will be modification of tuition fees so that parent will know the value of what they pay as fees to their wards. “I am from poor background but we know education is important and our parent suffered to send us to school and today they are satisfied with where we are.
“We will educate the parents, support them and get support from other means to reduce the burden on them but we can’t remove it completely, it’s impracticable.”
On standard and performance of students in public schools compared to private schools, he said that unemployment is rampant because we dripped from the value of what can give us employment. “If we know the kind of education we will give our wards will help them to be self-employed, then we should pursue it but if it’s about the certificates unemployment will continue to grow.”
He said that vocational skills should be introduced so that any students ” that will graduate, the knowledge will help him to have something doing.
Also there should be a policy to improve vocational training schools, improve entrepreneurship development and improve skills acquisition. He added that NBTE is now advocating skills not just certificates. “If we pursue such kind of education unemployment will go.”
He suggested that stakeholders in all communities should establish resource centres like the one established by Professor Suleiman Bogoro in his community where in Bogoro now they produce and process ‘accha’.
Professor Simon Madugu also opined that our curriculum should be changed so as to be proactive, problem solving based and active learning approach, there should be learning to solve problems, teachers need to be trained on contemporary methodology of teaching.
Hon. Abdulrashid Adamu Muazu (Lere/Bula Constituency) said the nominee is a hardworking personality who contributed immensely in vocational education in Nigeria and is always ready to serve the humanity.
He assured that the State will witness tremendous progress in the education sector.

14. Next nominee is Hon. Ahmad Aliyu Jalam from Dambam Local Government.
Hon. Ahmad Aliyu Jalam popularly known as Mai Kankana was born in Jalam of Dambam Local Government in 1964. He bagged Higher National Diploma in General Agriculture from DAC/ABU Zaria In 1994.
He worked as agric Assistant on training 1986-1987, Principal at NDE Model Farm Centre Kashere 1988-1990, agric extension agent 1994-1998.
Mai Kankana was elected as Councillor from 1999 to 2002, he became Caretaker Chairman of Dambam Local Government 2007–2008, elected Executive Chairman of Dambam Local Government 2008-2012, Caretaker Chairman 2012-2014.
He was appointed as Commissioner Ministry of Religious Affairs in 2019 and Commissioner Ministry of Water Resources from 2019 to 2022.
After the nominee introduced himself the Speaker asked him some constitutional questions and he responded to the satisfaction of the House. The Speaker asked the Honourable Members to make comments or ask him some questions.
Hon. Daiyabu Ladan Muhammad (Ganjuwa East Constituency) said that “there are programme and policies on agricultural but we have problem in feeding ourselves, how will you solve these problems.”
Hon. Ibrahim Tanko Burra Burra Constituency asked the nominee “I am representing Burra Constituency which is an agrarian area and agricultural hub of Bauchi State. You are seasoned farmer and politician, if his Excellency posted you to Ministry of Agriculture, is there any foresight you can make on how to make mechanized farming affordable to farmers? Despite the large scale farming that takes place in Burra every year, most of the farm produce are usually taken to Kano for sale. How will you help I’m creating farm produce market in Burra where buyers will come to Burra and buy from produce which as a result will give Bauchi State more revenue?”
Hon. Dr. Nasiru Ahmed Ala (Chinade/Madara Constituency) said that he is interested in the pedigree of the nominee who has gone far in life and succeeded, “please share with us what led to your success?”
Responding to the questions, the nominee said that on improving agricultural productivity, ‘we must make sure that the Legislature backs the activities of farmers and farming activities because there is the of legislations for things to be done properly.
According him procurement of inputs will help so that whatever the farmer needs, he will go there and get because it is provided, also make things available to the farmers, provide fertilizer if possible at a subsidize rate.
On Mechanized farming he said it is important but we have to consider inputs, farmers have to be educated tractors and other inputs have to be provided, “if we don’t go into mechanization, don’t we are not serious about improving agriculture.
On Burra being agricultural hub but taking farm produce to Kano, he said he has visited Burra and discovered that it is an area with potentials.
Alhaji Aliyu Ahmed Jalam opined that what needs to be done in Burra is to create value chain so that some farm produce will be processed there and he will advise the government to provide access roads in Burra Communities and security because people in Bauchi are not going to Burra because of lack of access roads and there is problem of insecurity.
On how he became successful, he said the most important thing is doesn’t run away from his people. “I am always with my people and whenever there is problem we solve it together.”
Hon. Ahmed Garba Muhammad (Dambam/Dagauda/Jalam Constituency) extended the appreciation of people of Dambam to the Governor for nominating Ahmad Aliyu Jalam who he said has good record, straight forward, grassroot and very honest personality who contributed a lot in the administration of Senator Bala Abdulkadir Muhammad Kauran Bauchi.
According to him, the nominee has helped many people in various aspects of their lives, therefore moved that he should be allowed to take bow and go
The Honourable House allowed the nominee to take bow and go.
15. The next nominee for screening today is Yakubu Ibrahim Hamza from Darazo Local Government Area.
Yakubu Ibrahim Hamza was born in 1948 in Darazo Local Government Area of Bauchi State.
He attended Bayero University College Kano where he bagged BA in English from 1976 to 1979. He bagged Graduate Certificate in Education from Bayero University College Kano inn1979, NCE in Advance Teachers College Sokoto from 1972 to 1975, Grade II Teachers Certificate from Bauchi Teachers College 1964 to 1969, Kobi Kofar Nassarawa Primary School Bauchi 1957 to 1962, certificate in School Management for Improved Learning Outcome from University of Greenwich London
Alhaji Yakubu Hamza Ibrahim worked and retired as Principal Lecturer in Abubakar Tatari Ali Polytechnic Bauchi from 1999 to 2002. He worked as Director Ministry of Education 1989 to 1999, Managing Director Bauchi Publishing Company 1987 to 1988, Chairman of Darazo Local Government Area 1986 to 1987, Principal Government College Bauchi 1984 to 1986, Principal GSS Nafada 1982 to 1983, Principal GSS Duguri, 1980 to 1982, NYSC GSTS Mashi, Misau and Dukku 1979 to 1980, Assistant Education Officer Teachers College Gombe 1976, Assistant Education Officer Teachers College, 1975 to 1976, Headmaster Miya Primary School 1970 to 1971 and Teacher Lanzai, Rimi, Tafawa Balewa primary Schools 1969 to 1970.
After the nominee introduced himself, the Speaker asked him some constitutional questions and he responded to the satisfaction of the Honourable House.
The Speaker said that due to the age of the nominee he should be accorded special respect, thus he should take bow and go.
The Honourable Members strongly approved the motion and the Yakubu Ibrahim Hamza took bow.
16. The last nominee for screening today is Abdul Hassan from Ganjuwa Local Government Area.
Abdul Hassan was born in 1962 in Nassarawa of Ganjuwa Local Government Area.
He attended Abubakar Tafawa Balewa University Bauchi where he bagged Masters in Business Administration in 2002 and Postgraduate Diploma in 1998, Ahmadu Bello University Zaria inn1998, School of Agriculture and Animal Husbandary Bauchi inn1983, GSS Bauchi in 1981 and finished Nassarawa Primary School in 1976.
He worked as Assistant Agricultural Superintendent in Training in 1982 and rose through the ranks to become Director Establishment and Serviciom Matters Bureau, Office of Head of Civil Service from 2008 to 2017. He retired in 2017.
After the nominee introduced himself, the Speaker asked him some constitutional questions and he responded to the satisfaction of the House. Thereafter the Speaker asked the Honourable Members to make comments or ask him some questions.
Hon. Nasiru Ahmed Ala (Chinade Madara) said that recently Hon. Babayo Muhammad (Hardawa Constituency) moved a motion calling on the State Government to employ agricultural extension workers in the State, how will he handle the motion if posted to Ministry of Agriculture?
Hon. Sa’idu Suleiman Darazo (Darazo Constituency) said that he worked with the nominee and can testify that he is very articulate, organized and sound. “At a time I thought he was an administrator because of his organizational ability He is very good and wherever he is posted to, we are going to see a very good output.” He therefore called on the House to allow him to take bow and go.
Responding to the questions, Abdul Hassan said that on the issue of the motion on the need to employ agric extension workers, the matter need to be discussed with all stakeholders, the present situation now, in those days we have trained agric specialists, unlike now, it’s paramount but unfortunately due to lack of continuity and training of personnel to replace those who retired, there is shortage of specialists.
He therefore suggested that the matter needs to be considered so that agricultural productivity in Bauchi State will be lifted to greater heights, most agric specialists in Bauchi State have retired, employment of new specialist will boost agriculture because specialists will help, I will advise the Government to go on with employment of extension workers.
Hon. Garba Adamu (Ganjuwa West Constituency) said the the selection of a capable person like Abdul Hassan is timely. “I know you, you can do more than you do before. I wish you well.”
He requested the nominee, if he is posted to the Ministry of Agriculture, to use his experience to encourage the teaming youth to go back to land.
Hon. Daiyabu Ladan Muhammad (Ganjuwa East Constituency) commended the Governor for nominating such a humble person who has a lot of experience. “I worked directly under him when I was extension agent and I can testify that he is a good person.”
The Honourable House allowed the nominee to take and bow and go.
17. The Speaker announced that the Honourable House will dissolve to committee of a whole to confirm nominees for appointment as Chairmen and Deputies of Caretaker Committees of Zaki and Bauchi Local Government Areas and the Nominee for Deputy Chairman of Darazo Local Government.
