Gwaram Council Chairman presents proposed 2023 fiscal year budget to Jigawa State Assembly

…….HIGHLIGHTS MAJOR ACHIEVEMENTS RECORDED BY HIS ADMINISTRATION IN 2022

The Chairman of Gwaram local government council, Hon. Zahraddeen Abubakar has presented the total sum of N3,601,198,938 billion as the 2023 budget proposal before the Jigawa state House of Assembly.

The budget, which has increase of 14.6% compared to last year’s, has a capital expenditure of N820,438,091 while the sum of N2,780,760,847 was earmarked for recurrent expenditure.

The Chairman said the budget placed emphasis and priority on investment in infrastructure development in critical sectors of the local government, social development and public service delivery, poverty alleviation programme, among others.

He further disclosed that his administration has recorded landmark achievements in the year under review.

Achievements Recorded by the Administration – Sector-wise – include:

A. WATER SECTOR:

i. Repair of nearly 300 handpump boreholes across the council area
ii. Repair and reticulation of pipes to boost water access and supply
iii. Construction of public taps
iv. Repair of 56 solar-powered boreholes
v. Facilitation of the construction of solar-powered boreholes in 9 communities
vi. Repair of water stations across the council area
vii. Construction of 60 handpump boreholes across the local government area
viii. Routine maintenance and servicing of water facilities

B. POWER SECTOR:

i. Repair of 13 dysfunctional transformers
ii. Power restoration work in major towns of the council area

C. EDUCATION SECTOR:

i. Provision of exercise books to schools across the council areas
ii. Provision of 800 school desks and chairs to schools
iii. Construction of toilet facilities at primary and secondary schools in Tsangarwa, Kwandiko, Fagam, Jikas, Basirka and S/Gwaram
iv. Construction of handpump boreholes in primary and secondary schools in Basirka, Kwandiko, Fagam, Tsangarwa, Jikas, S/Gwaram
v. Scholarship to 100 students to pursue NCE programmes at Aminu Saleh College of Education Azare.

D. HEALTH SECTOR:

i. Renovation of health posts and Primary Healthcare facilities in Dikwana, Nasarawan Ƙigudu, Larkan, Bagadaza, Reɗo, Nasarawa, Jikas, Dabaja, Nahuce, Gadama, S/Gwaram, Haya and Yarfi.
ii. Renovation of medical staff lodges at Farin-Dutse and Haya communities
iii. Recruitment of staff and cleaners at renovated health facilities
iv. Provision of drugs
v. Provision of medical equipment to health clinics

E. ENVIRONMENTAL SECTOR:

i. Earth filling at Sara, S/Gwaram, T/Gwaram, Jikas and Maruta communities
ii. Disilting of drainages at Sara, Zandam-Nagogo, T/Gwaram, Jikas and Kila
iii. Construction of drainages at Zandam-Nagogo, Jikas and Sara
iv. Repair of drainages and culvert at T/Gwaram
v. Provision of 300 empty sacks for backfilling at Kila
vi. Provision of 200 empty sacks for earthen bank erection at Maruta
vii. Reclamation of access road along Sara road

SECURITY SECTOR:

i. Repair of police patrol vehicle
ii. Routine maintenance and servicing of police patrol vehicle
iii. Procurement and donation of operational motorcycle to Yanbulala local security volunteer group
iv. Facilitation of the construction of new correctional facility
v. Securing approval for land donation for the construction of police training and vocational schools

OTHER PROJECTS EXECUTED INCLUDE:

i. Renovation of local government Secretariat
ii. Renovation of LG Duplex House
iii. Repair of council bus
iv. Donation of solar equipment to IZALA mosques at Zandam-Nagogo and T/Gwaram
v. Rendering of financial assistance to students, youth, entrepreneurs and other persons of need
vi. Construction of roofed butchers stalls at Sara market
vii. Construction of resting shade at Kofar Idi, T/Gwaram
viii. Provision of canoe for the people along Martaba axis
ix. Provision of palliatives to the victims of canoe capsize
x. Extension and fencing of cemeteries

In the next fiscal year, the Chairman said the council would place emphasis on the completion and commencement of infrastructural projects. Capital projects to be executed include:

1. Drilling of handpump boreholes across the council area
2. Construction of solar water schemes in some communities
3. Purchase of submersible pumps and other equipment
4. Connection of local government Secretariat and Cottage Hospital with National Grid
5. Connection of 4nos street light generators with NEPA
6. Construction of motor park at T/Gwaram
7. Expansion and wall fencing of General Hospital Gwaram
8. Construction of public convenience at Sara market
9. Construction of football pitch at T/Gwaram, S/Gwaram and Sara
10. Purchase of handpump borehole materials
11. Construction of Police Division at Sara and Fagam
12. Provision of furniture to District Head residence at Gwaram
13. Renovation of District Head residences at Sara, Basirka and Zandam-Nagogo
14. Construction of rice milling industry at Sara
15. Purchase of equipment at FM Basirka
16. Construction of drainages
17. Construction of Islamiya schools
18. Construction of additional classroom blocks in some schools across the council area
19. Youth and women empowerment programme
20. Construction of feeder roads from Bagadaza-Yarfi and from Gwaram-Malaji
21. Construction of five daily prayer mosques in Garwa, Jata Sara, Kuka Mai Nono, Falai mai baba, Lafiyan Kwandiko, Gwarando, Sabon Gari, Rabadi, Kawari, Tsangarwa, Basirka, Kadale, Kafin Nasalla, Larkan, Buro, Unguwar Gobirawa, S/Gwaram, Babban gida Maruta, Kwarko, Budinga, Nahuce, Gyalman, Simiyau, Gadama, Martaba, Sara market and Dikwana market
22. Construction of Juma’at mosques at Girajeni, Laya, Digijin, Sharifori, Yadda, Lafiyar Galambi and Larkan
23. Renovation of mosques at Hayin warde, Zikira and Rahama communities
24. Renovation of local government staff house
25. Construction of NYSC lodge at Kila, S/Gwaram, Fagam, Maruta and Basirka
26. Construction of midwives house at Dubau and Matsango
27. Construction of District Head residence at Galambi
28. Supply and installation of electric transformers at local government secretariat and cottage hospital
29. Purchase of street light generator
30. Construction and renovation of health posts across council area

Other projects incorporated into the budget are:

1. Purchase of agricultural tractor
2. Construction of roofed market stalls at Sara, Gwaram, Haya, Gwani and Basirka
3. Construction of lock-up shops at Gwani, Sara, Basirka, Tsangarwa, Haya, Gwaram and Rabadi
4. Demarcation of grazing reserves and cattle routes
5. Construction of mechanic village at T/Gwaram and S/Gwaram
6. Construction of township gates at T/Gwaram and S/Gwaram
7. Construction of slaughter slab at Jingino
8. Construction of staff quarters at Gwaram
9. Construction of Agricultural Produce market at S/Gwaram
10. Construction of public convenience at Sara market
11. Conversion of NRC secretariat to ICT centre at Gwaram
12. Provision of classroom furniture across schools
13. Extension and fencing of some cemeteries…..Among others!

Presenting the budget proposal to the Assembly, the Chairman appealed for quick passage of the bill into law. He then called on the good people of Gwaram local government council to continue to pray for the administration, assuring that he would continue to execute projects in all sectors and transform the lives of the people of the area.
